Carries out the ongoing and additional completing of the library fund with national and foreign literature, as well as periodicals; it accepts books and other sources of information donated by publishers, authors and individual donors. The names of donors and the names of the donated materials are put in the electronic library system, the books are periodically exhibited at the exhibitions "The Book with Autograph".

The Department of Funds:

•     Creates the library fund on various data carriers;
•     Ensures its operational accounting;
•     Analyzes the state of library funds throughout the region, provides recommendations for its organization;
•     Forms and studies the "Database of Users' Unmet Demand" for the qualitative additional completing of the library fund;
•     Gratefully accepts books, periodicals from the population, authors and institutions.

Each year the department reflects the periodicals, that all the libraries in the region are subscribed to, in the consolidate directory.

The Sector of Exchange-Reserve Funds functions here, it helps the libraries in our region to fill the gabs in the book funds and distributes documents that were supplied by state and regional programs throughout the libraries in the region.
